Okay before I catch you up. Yes, the is the same One Tree Hill series about the two brothers. Yes it has gotten better if you have stopped watching. If you have never watched I feel bad for you that you missed out on such a nice series. No it does not plan to go on forever; this is the last season :(.
One Tree Hill returns for its last and final season; season 9, in January. Season 8 was supposed to be its final season but the fans argued against it and the series was renewed.
What One Tree Hill is about:
When the series first started One Tree Hill was about showing the lives of two brothers who lived in the same town but were completely different from each other. One was wealthy and loved by their father. The other one was abandoned by their father and raised by a single mother. The series has developed a lot since then and moved from just the issues these two brothers and their friends face in high school. The previous eight seasons of OTH have taken all the viewers that watch the series along with the main characters as they go through their lives and struggles.
I don't think I can summary all 8 seasons for you in detail because that will take too long. Although I've watched them all before; and more than once, I can't remember all the important details so I'm going to shorten it a bit.
What happened in Seasons 1 to 4 -
These seasons of One Tree Hill are the high school years for the characters. We see the power struggle Nathan deals with when his brother Lucas decides that he is done hiding in the shadows. Over these 4 seasons the two of them break away from the strained relationship caused by their father and actually become brothers, best friends even.
As this is going on, Lucas becomes involved in a love triangle with best friends Peyton and Brooke. The three of them spend seasons trying to figure out their relationship before Lucas and one of the friends end up together. Sticking with the love theme; in the first four seasons of the series Nathan falls in love with Hayley, who is Lucas' best friend and eventually the two of them get married. Yea; in high school.
The high school years are filled with tons of drama for these teens as they have to deal with a school shooting and the deaths of friends and parents.

What happened in Season 5 -
Season 5 returns to tree hill 4 years in the future. Everyone is out of college and scattered all over the place. Lucas is an author, Haley is a mother and teacher, Nathan is paralyzed, Brooke is a huge fashion designer and has her own magazine and Peyton decides to open her own record label. Everyone decides to move back to Tree Hill.

What happened in Season 6 -
Lucas and Peyton are getting married. Brooke's mother Victory wants to steal her company after she has moved it back to Tree Hill. There is a death that shatters Tree Hill. A producer wants to turn Lucas' book into a movie. At the end of the season Peyton is rushed to the hospital when she has some issues with her pregnancy.

Brooke and Julian have some issues with Alex who is into Julian. Clay (Nathan's manager) and Quinn (Haley's older sister; a new character) start a romance that blossoms later on. Dan has his own inspirational TV show. Millicient has some issues. I'm sorry I really can't remember more of this season. There is ALOT that happens during this season though.

What happened in Season 8 -
Even though Brooke has lost her company she is married to Julian and at the end of the season she gives birth to twins. Nathan's NBA careers ends but he becomes an agent for Clay's company. After a period of depression Haley gets better and she has a baby girl. Clay and Quinn survive and attack by a psychotic woman obsessed with Clay and the two are happy together. Alex starts a song career when Chase leaves for the air force. Mouth and Millicent are starring on the same news station as anchors.

I tried my hardest to remember most of what happen without telling you everything or giving too much spoilers. Don't know how good this catch up was but I'm really excited for tonight's premiere.
